办理残疾证需要哪些材料文件证明？需要哪些证明？

为了方便群众不再多跑冤枉路，现将所需详细材料和流程发出来。今天刚亲自走的精神残疾证办理流程，其他残疾证类似，流程如下：

答：以河南省为例所需申报材料:

1、本人或监护人写一份办证申请，村委会及当地政府民政所盖章;

2、申领人身份证(户口本)复印件一份:

3、监护人身份证（户口本）复印件

4、指定医师诊断证明（需要残疾人办理处张贴的指定医师写的证明，去找指定医师写证明可能还需要医生重新开具心理测试检查，颈部电图，脑部位电图测试，需要费用的，这些检查做完后医生看检查情况，才给你开诊断证明的，符合几级标准医生当时就会在诊断证明上写明的）

5、申领人本人近期2寸彩色照片2张，一般是红底照片

以上材料准备齐全后方可到当地残疾证办理中心办理残疾证，办理残疾证只需填写一张申领人身份具体信息即可

以上完成后等待一般最长不超过一个月会将残疾证邮寄到当地村委会，到时候村里会通知你领取残疾证
